Policy Engagement & Advocacy Work
Lisa works with advocacy organizations, coalitions, and stakeholders to analyze insurance practices and advance policy solutions that improve access to mental health care.
While serving as Administrative Director at Delve Psychotherapy of Chicago, Lisa leads a practice-based policy initiative focused on commercial insurance practices, regulatory accountability, and equitable access to mental health care. Drawing on frontline administrative experience within a group psychotherapy practice, her work bridges the operational realities of insurance systems with broader policy discussions at the state and national level.
Lisa previously served as Policy Team Leader for the Psychotherapy Action Network (PsiAN), where she coordinated advocacy initiatives addressing commercial insurance barriers affecting psychotherapy practices and patients. In this role, she drafted policy communications to lawmakers and regulators, developed an insurance issue tracker to document systemic payer challenges, and helped translate clinician experiences into policy-relevant analysis.
In Illinois, Lisa participates in statewide policy coalitions, including the Healthy Minds, Healthy Lives Coalition and the Mental Health Summit, contributing to legislative advocacy and regulatory reform efforts related to mental health coverage and reimbursement. Her work includes engaging with policymakers and coalition partners to advance more transparent and accountable insurance practices.
Lisa also contributes to professional education and public dialogue on mental health policy and insurance systems, including presentations at academic and professional events.
Across these efforts, her work combines practice-based systems knowledge with policy analysis and stakeholder engagement. She focuses on translating complex regulatory frameworks into accessible information for clinicians, advocates, and policymakers.

Trump Administration Suspends Enforcement of 2024 Federal Parity Rule
Analyzed the impact of the Trump Administration’s suspension of MHPAEA enforcement. Framed provider and patient implications & called for state-level action.
Comment Letter on MHPAEA Proposed Rule (2023)
Co-authored federal comment letter to HHS, DOL, and IRS advocating parity enforcement, incorporating provider testimony on same-day service denials, supervisory billing & network adequacy.
PsiAN Advocates for 90837 and Against Audits
Drafted and co-signed a letter with the Illinois Psychological Association, urging reform of CMS audit practices and MIPS criteria to protect provider capacity & patient access.
